Leaf Miners are a larvae inside the leaf which would not be affected by a contact spray like alcohol.
Since you state the alcohol makes the leaves burn that is how it is working for you.
If you were to spray in the early morning or later in the day when the temperatures are cooler the leaves should not burn.
Dots on the leaves are probably from sucking insects which are easily killed by rubbing alcohol or Safers soap spray.
I would like to see this pest clinic discussion carried on and saved like the [sticky] threads at the top.
All too often I recall I read that somewhere and cannot remember which thread it was in.
