I agree bolting and dry. Their culinary use has passed for this season. Let them go to seed for next year.

Edit to add. They look damp, but I suspect they got dry previously. You could try cutting off the bloom stalks and try to nurture them back to leafy health, but it's getting late. They are an early, cool weather crop.
