Web, the close up pics of blooms are so similar, but what I noticed was the whole plant shot, the "spiky" appearance that Vitex has, vs. the appearance of the kinds of Buddleias that I see.

And the size. If it's possible for a Buddleia to get that big, I haven't see one for myself. Maybe farther south where they're reliably evergreen, but since the pic was taken in NC, that was also noticed.
