I have 2 tree peonies that were originally potted plants from a nursery here in CO, got them several years ago here in CO. I didn't remove the soil from the roots when I transplanted in CO, just planted deeper. Didn't expose the roots when I dug them up and moved them to AL, either! I don't know if one was planted already, so know the 2nd one is still sitting in a grow bag, waiting to be planted this fall. That one bloomed it's head off in the bag last spring. I think I'll try to plant it without exposing the roots this fall since it seems to be pretty happy…
