The only way I know to stop it is to remove all the infected leaves. Get the plumeria in a bright sunny spot, the flush of leaves will be green and healthy but you have to avoid getting the leaves wet. In Florida, that is almost impossible. I will try getting mine under the back porch where it gets direct morning sun but not rain.
