Great idea, a hose-catcher. Now I don't have to saw the hose on the base of that bush when I drag.
>> You can sink rebar and add this over it. The hose or electrical cord won't grab it ...it will spin.
Even better!

I'm pretty wobbly on my feet, and I thought "sink it deeper, make it taller, and push an old tennis ball over the top. Now it's like a permanent cane that I can grab to steady myself wherever the footing is bad and I sometimes almost fall down.
Use make a raised-and-sunken Compost Tea Pipe:
Use really big PVC, like 3-4 inches around and 2.5 to 3 feet tall.
Drill many holes, 1/4" to 1/2", in the bottom 12" to 16".
Maybe put a cap on the bottom, with a small hole, to divert most water out the shallower holes.
Bury that end 16" to 20" deep (the holes should start 4" underground)
Fill it with unfinished compost or manure plus leaves, paper and scraps.
Put a loose-fittting cap on top to keep flies out but let air in.
When you water nearby, also fill the the pipe with water, so that it trickles through the compost,
making compost tea as it waters the roots deeply.
