Are your HTs own root or budded ? I have rejuvenated all of the old budded HTs that I inherited when I bought this place. Even own roots, if they were already vigorous plants as own root plants can be rejuvenated.

I am going to add a few photos here, but please remember, I am still working on these roses to bring them back. I don't do all of the work in one year because, I think that would stress the plant too much. Just a hunch.
This is a photo of three of the roses I have been working on that Mrs. J planted out in front. They had been deer pruned for years and were planted in an 8" bed. This was the year I widened the bed to 3' and caged the roses for the first time, so believe it or not, they are looking better than they had in the past. The unidentified floribunda is on the far left by the light pole. Tournament of Roses is the next rose to the right, then the NOID HT.

This is a lousy photo of the top growth on Tropicana ... it started to rain, so I just snapped the photo and didn't bother to take a better one
This is a photo of the bud union on Tropicana, so you can get a sense of how old the plant is
I am guessing climate has an impact on whether or not it works, but my winter temps stay below freezing at night for about four months. The ground doesn't freeze because the day temps are in the 40s and 50s.
It takes patience, but I figure why not try ?
