Hydrangeas Peonies Celebrating Gardening: 2015 Plant Identifier Garden Ideas: Master Level
The taller flower looks like a "bomb" type double while the shorter flower looks like an "anemone of Japanese" type bloom.

Is this two different peonies combined? One is considerably taller as well.

At any rate, the Anemone type kind of looks like 'Primevere'.
