They are both in the same family: asteraceae.
But they are in different genus: Coneflowers are in the genus echinacea. There are different species within the genus.
Black eyed susans are in the genus rudbeckia. There are different species within this genus

They do look similar. They both have daisy-like flowers. They play well together, too.
