I do either way..stick it lightly in soil especially if it is dry here already or just on top of the soil. If the roots stick up, I just carefully add some more soil on top to gently guide roots to the soil.

Or eventually, the roots showing outwards will dry up and by that time, other roots more to the soil line would have been growing into the soil already.
