S. reflexum is now goes by the name Petrosedum rupestre subsp. rupestre. So it could be any of the P. rupestre listed here:

It looks alot like 'Blue Spruce', or it could be the straight species Petrosedum rupestre subsp. rupestre.

It is common for this species or named cultivars of this species to make crests. They are such gems to have. Don't let it dry out, these plants can handle more water, just not soggy all the time.
