They probably are. You just can't hear them... that's my excuse when my neighbor doesn't have the breeding to look at me when she is talking to me. They don't teach manners any more. I've told her "I can't hear you" so many times that she thinks I'm deaf. In fact I know all of their business because they do it all on the porch, and I'm never sure if she is on the phone, talking to one of the dogs, or talking to me. Ah, what is this world coming to? Good thing we have the internet!
