OK, here is my "guess" on that. I suspect the stick chicks are pre-programmed to cone out due to stress from growing on the stem with no useful roots vs. the usual rout of chick-making.

Maybe Lynn can experiment a little by picking off one or two (not all, there would be nothing to compare to) and try getting them to root.
