Pat the usual reason for cutting the scapes for new plant this late in the season is: (1) There will not be sufficient time for it to bloom this season based on the zone. (2) For that fact the scapes are cut to let the plant use its energy to produce more root output before the deep freeze and reduce stress on the plant. (3) Some gardeners just cut them as principle this late in the year. Personally I let the frost determine that for me. There's no guarantee that that plant will bloom next year, but you give it a better chance by reducing the stress level.
