You could try sprinkling the bulbs with ground cinnamon. That's a old fashioned antiseptic that I use on bulbs. If its just on the surface, try peeling off the surface layer. Similar to peeling an onion. That sometimes takes care of the problem. I wouldn't worry yet about the spots and streaks on the leaves. Its too early to tell if its more than an environmental issue.
