I posted previously and the community advised I had downy mildew. I've been treating it with the Garden Safe Brand Fungicide3 over the past few months. I think it's sort of working, but not really? I haven't been great a treating it once a week like I should be. I went out and captured this updated picture today of the back of a newer leaf. Is this still downy mildew or something else now? Poor rose plant. I haven't even had it 6 months yet.

It looks like insect damage to me, Peter. However, I am not familiar with downy mildew on any of my roses, so, I would wait for others to put their opinions in here. I've only seen pics of DM and those showed darker leaves than the one you have in the picture.
I hope it's not!!!

Peter, the insecticide you're using is made from neem oil extract, which doesn't treat downy mildew.

Glad to see you Mike.
The 'booklet' attached to the bottle advises that it treats downy mildew. If it is downy mildew what product do you recommend? If it is insect damage as @LittleAnnie advised what product do you recommend?

Downy mildew is more recognizable by seeing the top of the leaves, so I don't know if that's what's afflicting the leaves. However, when I enlarge the image, it looks like that there's some damage from chewing insects.

If you were to have downy mildew, I wouldn't rely on neem extract, even if the label claims that it treats it. In my garden it can be such a destructive fungus (more closely related to algae, actually) that I don't dare take chances with it. So I use Aliette fungicide, which used to be sold in small quantities. However, now it's sold in a very expensive, large 5 lb bag. It's suitable for very large gardens, but would be far too expensive for smaller gardens. Others may weigh in with what they use.
