I am not an expert either, but I think it is very likely a hybrid (very probably 'Set-Oliver').
If you compare the plant to the Crassulaceae network pages on 'Set-Oliver' and setosa, I think you will find that the growth habit is much more similar to 'Set-Oliver' than setosa. There are some big similarities between the flower, sepals, and the general rosette.

Baja's experience of this plant forming a bush and the pictures of this plant in the database showing a stem-forming plant also suggests that this plant is a hybrid. E. setosa is a clump forming plant that grows low to the ground. This plant clearly has a more upright growth habit. This suggests that this plant has genetics from an upright parent, probably E. harmsii or E. pulvinata.
