This photo was taken by Oscar Rivera in July 2017 at the El Faro Lighthouse in Manzanillo in the neotropical zone of Mexico on the Pacific Ocean. It appears to be quite small, possibly pygmy, possibly a juvenile.

He or she is standing on a lighthouse walkway. The surroundings are water and also an amazing area of vegetation, part forest, part jungle and just about every kind of vegetation imaginable. The feathers appear somewhat wet which leads me to think he might have been fishing but that is conjecture. I would very much appreciate ideas, comments.
