I don't think roses could put out too many roses honestly! (not 100% sure though!)
Honestly, I wouldn't remove it unless it has fungus and stuff like that lol!
I would wait until they've just began to bloom and then snip them if you're wanting to cut them off though (: It won't spend as much energy as fully opening them (I think haha)
