I thought, currently not only is London on "lockdown" (& that includes non-essential Garden Centres) while so is Wales, Scotland & Ireland, too !

Trying to get a Rose, at this time in the U.K, until the Covid crisis gets under control, you just might have to pay that Phytosanitary paper fee.
As you'd likely only get it by mail, sent from outside of the U.K.

Unless, possibly part of North Ireland is still within the E.U. & you can locate that 'Irina' rose there, (& that's if, they'll even send it to you!)

Otherwise, you may try being patient, & save yourself the extra fee.
(Even if some people have already just recently had their first inoculation.)
